Each country sets its own public sector BIM rules. Here is what shapes the work in each one.
BIM Services in the UK
Work to BS EN ISO 19650 and the UK BIM Framework, now the IMI Framework, with Uniclass 2015 classification and COBie handover.
BIM Services in Germany
The federal Masterplan BIM makes BIM the regular process on federal trunk road projects from 2026, with a separate plan for federal buildings.

Under the public contracts code (Legislative Decree 36/2023), digital information methods are required on new public works above EUR 2 million from 1 January 2025.

The national Plan BIM, approved in June 2023, brings BIM requirements into state public procurement step by step from 2024 to 2030.

One Standard, Local Requirements
Across Europe the common base is EN ISO 19650 for information management and IFC for model exchange. On top of that, each client sets its own EIR, classification system and delivery rules.
