How to Get Your SOE Permit Approved by NYC DOB (Step-by-Step Checklist)
An SOE permit rarely gets rejected because the engineering is wrong. It gets rejected because one document is missing, one seal doesn't match, or one detail on the drawings doesn't line up with the rest of the package — and that's enough to send it back to the end of the review queue.
We've seen the same few gaps trip up submissions again and again: a geotechnical report that doesn't reflect the actual excavation depth, a monitoring plan that skips an adjacent structure it should cover, or shoring drawings filed without the right PE seal attached.

1. Geotechnical report tied to the real excavation depth.
Your soil boring data and geotechnical findings need to match the depth shown on the SOE drawings exactly. A report pulled from a similar nearby site instead of your actual conditions is one of the quickest ways to get flagged.
2. PE-sealed sheeting and shoring drawings.
Every support of excavation drawing needs a Professional Engineer's seal, and that engineer needs to match who's listed as engineer of record in DOB NOW. A seal that doesn't line up stalls the review before the technical content is even looked at.
3. Protection plan for neighboring properties.
Reviewers want to see exactly how adjacent foundations, party walls, and nearby structures are protected during the dig — underpinning, structure of protection, or a combination, based on how close they sit.
4. A monitoring plan with real thresholds.
Settlement, vibration, and crack monitoring points need to be marked on adjacent structures, along with defined trigger levels and what happens if those levels are crossed. Vague thresholds are one of the most common reasons an RFI gets issued.
5. Dewatering plan, when groundwater is a factor.
Digging below the water table means showing your dewatering method, where discharge goes, and any DEP permits that come with it. This gets missed most often on sites where nobody expected to hit groundwater during early planning.
6. TR8 special inspection forms, filled out correctly.
Excavation and shoring work need TR8 forms filed with the correct inspection agency named. These forms spell out exactly what's required, which makes it frustrating when they're the reason for a hold-up — but it happens often.
7. DOB NOW filing that matches the job application.
Your SOE submission has to align with the associated building or alteration filing — same block and lot, same scope, same engineer of record. Even a small mismatch here gets caught before anyone reviews the actual engineering.
